ANNOUNCEMENT FOR A PROJECT

Ministry of Finance (MOF) announces the issuing of the following project (Consultancy Services for Power System Operation, Planning, Studies & Protection) for International Engineering Consultant firms - associated with local firms with a professional input of 80% for the international firm to carry out the required Consultancy Services according to the Following Conditions.

I. Qualification Documents:

• A valid Registration Certificate with the Ministry of Finance (Consultants Department) Required Firm Experiences:-
  
  1. General firm experience not less than 20 years in the Power System Planning and Studies, PSS/E and ASPEN One Liner Software, Management and Functioning of Electrical Interconnected Power Systems.
  2. Providing firm works for the past 10 years.
     
  3. Minimum Similar projects executed by the firm in the last 5 years and not less than 2 projects internationally.
• Information about all the Professional and Technical firm's Staff with relevant CV’s for the Professional staff (key Staff should have a minimum of 15 years for all categories of Expert Engineers , 10 years for Studies & System Planning Specialist Engineers and 25 years for Protection & Operation Specialist Engineers of experience in the Power System Studies / Planning / Protection and Operation ).

NoteThe relevant data regarding the office experience and office staff should be filled in accordance to format 1 and 2 which can be seen in website http://www.mof.gov.kw

II. Technical and financial Proposals:

The Terms of Reference (TOR) could be collected from Ministry of Finance - Consultants Department not later than 3 weeks from the Date of this Announcement, according to the ministerial resolution 100 for the year 1999, against nonrefundable fee of 200/- Kuwaiti Dinars (KD), the Technical and Financial proposals are to be submitted in accordance to the requirements of the Terms of Reference (TOR) of the project. The Technical evaluation criteria can be seen in website http://www.mof.gov.kw

Therefore, the International Consulting firms which comply with the above mentioned conditions and interested to participate, are requested to collect the TOR not later than 3 weeks from the date of this Announcement and submit the necessary documents mentioned in item one (Qualification Documents 4 copies) and item two (Technical and financial Proposals based to the TOR Instructions) separately to the Ministry of Finance at the following address:

during workings hours, within 60 days from the date of this Announcement. Any proposal dose not comply with the above conditions will be disqualified.

Finally, any queries arising from this project should be submitted to the Ministry of Finance / Consultants Department not later than 30 days of this Announcement.
