The government of Kuwait through MINISTRY OF FINANCE, Consultant Selection Committee
seeks the services of an international project management firm or firms of a highly
qualified team with extensive experience in project management as well as major
Knowledge and experience in financial and legal aspects in project management and
control (minimum 2 similar projects).The team shall provide planning , time management
, preparing and evaluating contractual documents, design review, technical, legal
and financial services, as well as project administration and coordination in order
to achieve a coherent performance in managing multiple consultancy firms and contractors
during the construction and operation of the projects at Kuwait International Airport
(KIA).
Consequently, a number of highly experienced international consultants, registered
with the Ministry of Finance in Kuwait, are being invited to provide their interest
in participation and, if so, provide prequalification information and documents
that will be reviewed and evaluated prior to short listing.
PROJECT INFORMATION:
:
The Directorate General of Civil Aviation (DGCA) has decided to go forth in executing
the projects recommended in the latest Master Plan update report in three packages
as below:
- The first package will be carried out by the Government
through the project titled “Implementation of the 2005 Master Plan Government sector
Projects at Kuwait International Airport”. The PM shall overlook the execution of
the projects and monitor the progress of each project to make sure all work is properly
coordinated and executed. The PM shall also provide contractual, financial, legal
and technical support to the (DGCA) during the execution of the projects. This package
has been awarded the consultancy a service is currently in progress.
- The second package which will also be carried out through
the Government finance is the New Terminal Building and multistory car park buildings
and it will be executed through the Ministry of Public Works (MPW) under the management
of the (DGCA). The PM shall provide the same services required by the (DGCA) for
the above mentioned package, plus having the ability to perform a design review.
- The third package of projects will be carried out through
the private sector following a B.O.T scheme of privatization, these projects will
proceed only if approved by the State of Kuwait Government. The PM services mentioned
in the first package shall be applied in this group. The PM in coordination with
authorized entities will also be responsible for choosing a consultant to prepare
all the necessary documents for the execution of all B.O.T projects. The PM will
prepare all documents from prequalification to actual contracts, and shall participate
and provide support in all aspects to ensure that the chosen consultant will provide
all services needed by (DGCA) to a high standards.
SUBMITTALS:

Interested consultants should submit the following:
- Letter of interest in participation.
- Necessary information by filling in forms (1 TO 5)
which can be seen in

In addition, the potential consultants are to provide the following information
to substantiate their qualification:
- Bank statement of solvency (Financial Statement, balance
sheets, loss and profit account, cash flow statement) for the last five (5) years.
- Annual report of company for the last five (5) years.
- Quality assurance certificate.
- Description of similar assignments showing their management
capability for dealing with large and complex projects.
- Company organization chart.
- Brochures with information relating to their firms,
e.g. number of employees, portfolio for similar projects.
The above documents are to be submitted together with the enclosed forms (not more
than 20 pages). Each form must be completed, signed, dated and officially stamped.
DGCA may reject any application if the prequalification documents and/or forms are
not complete.
Five (5) original copies of the forms with the aforementioned documents shall be
submitted in closed and sealed envelopes and marked

The information provided by the consultants is classified as confidential and will
only be used as a tool to screen potential qualified consultant. The prequalification
process is a preparatory step and is not obligatory to the Ministry Of Finance,
